Research Integrity Guidelines

The Office of Research Integrity also provides programs and services to help you and your staff to meet regulatory requirements prior to and during the conduct of research.

The following list provides specific guidelines and may be used to ensure that special regulatory requirements are in place prior to and during the conduct of research. This information is for guidance only and should not be viewed as a comprehensive list of requirements.

If You…

Have a laboratory or oversee research work

You need to…

  • Ensure that you and your research staff have received the appropriate training.
  • If applicable, review laboratory safety manuals, plans and policies  and ensure that all personnel are familiar with the plan.
  • Complete the Conflict of Interest (COI) Training and submit a Disclosure of Financial Interests. Contact the Office of Research Integrity (ORI) or visit the ORI COI website for additional information.
  • Determine whether any of the laboratory personnel or research staff working on your research are also responsible for the design, conduct, or reporting of the research activity and inform them of the COI requirements (visit ORI COI website).
  • Conduct the research and publication activities in accordance with institutional guidelines and policies. For more information visit the UTSA Handbook of Operating Procedures (HOP) Chapter 10 – Research website.
  • If the research is funded, visit the Office of Sponsored Project Administration (OSPA) Guidelines and Policies website for additional information.
  • Develop a plan for the recording, collection, management and retention of research or sponsored project data. Visit ORI Data Ownership website for additional information.

Conduct research or any other activities involving animals

You need to…

  • Review information on the Institutional Animal Care Program website.
  • Submit protocol and obtain approval for your animal use from the Institutional Animal Care and Use Committee (IACUC).
  • Enroll yourself and your lab personnel in the Occupational Health and Safety Program. Visit EHSRM website.
  • Complete the UTSA Animal User Training Program.
  • Arrange for animal housing. Consult with the Laboratory Animal Resources Center (LARC) about research animal care training, resources and procedures.
  • Report any concerns about animal mistreatment, instances of non-compliance with this policy, or any unauthorized use of animals to IACUC Office; or by calling UTSA’s Compliance Hotline 1-877-888-0002, or submitting the report over the internet to a neutral, anonymous website.

Conduct research or any other activities involving collection of data through intervention or interaction with humans OR obtaining their identifiable private information

You need to…

  • Review information on the Institutional Review Board (IRB) website.
  • Submit your application, research protocol and any other additional documentation to the IRB Office.
  • Obtain approval from from the IRB office before initiating your research or activity.
  • Complete the Human Subjects Protection Training Program. Visit the IRB Training and Development section for additional information.
  • Contact ORI if you need a Restricted Data License or if you need access to restricted-use data.

Conduct research involving use of infectious agents, recombinant DNA or the use of tissue isolated from vertebrates

You need to…

  • Review information on the Institutional Biosafety Committee (IBC) website.
  • Review the Biosafety and other laboratory safety manuals, plans and policies and ensure that all personnel are familiar with the plans.
  • Submit the UTSA Biosafety Application Form to the IBC and obtain approval from the IBC before initiating your research or activity.
  • Complete all UTSA Safety Training courses listed on the Biosafety application form.

Work with Chemicals and/or generate chemical waste

You need to…

  • Review information on the Chemical Safety Committee (CSC) website.
  • Contact the CSC or click here to review the list of chemicals that requires submission of a CSC application.
  • Review Chemical and other laboratory safety manuals, plans and policies and ensure that all personnel are familiar with the plans.
  • Submit the Application for Approval to Use Carcinogenic, Highly Toxic, or Acutely Hazardous Chemicals form to the Chemical Safety Committee.

Work with radioactive materials, radiation-producing machines, or high-powered lasers

You need to…

  • Review program information on the Radiation and Laser Safety website.
  • Review the Laser, Radiation, X-Ray and other laboratory safety manuals, plans and policies and ensure that all personnel are familiar with the plans.
  • Submit the Application for UTSA Radiation and Laser Safety forms to the Radiation & Laser Safety Committee.
  • Complete all UTSA Laser and Radiation Safety Training courses.

Receive or Ship hazardous materials to or from off-campus locations

You need to…

  • Contact EHSRM or review the list of substances or devices to determine, before receiving or shipping, whether the biological material or chemical substance (e.g. dry ice) is considered a hazardous material.
  • Contact ORI and submit the Export Control Related Activity Assessment Request Form (PDF) to determine if the shipping (export) of the materials outside of U.S. may be affected by the export control regulations.

Export items, services, or technology outside the U.S., or allow potential access to such items by a non-U.S. person (i.e. deemed export)

You need to…

  • Review the ORI Export Controls website.
  • Contact ORI and submit the Export Control Related Activity Assessment Request Form (PDF) to determine if the activities may be affected by the export control regulations, or whether other controls measures are needed to ensure that the research activities are in compliance with U.S. Export Control regulations.
  • Submit the Certification of Temporary Export of UTSA Property Form (PDF) to ORI if you are taking UTSA property when traveling abroad.

Receive or send tangible materials (e.g., solid tissue or bodily fluids, cell lines, cultures, nucleic acid molecules, proteins, bacteria, transgenic animals, chemicals or other materials)

You need to…

  • Contact the Office of Contracts & Industry Agreements for assistance.
  • Contact ORI and submit the Export Control Related Activity Assessment Request Form (PDF) to determine if the shipping (export) of tangible items outside of U.S. may be affected by the export control regulations.

Plan to invite a Visiting Scholar / Researcher (non-U.S. or U.S. Visitor)

You need to…

  • Review information on the Visiting Scholars/Researchers Webpage or contact ORI at (210) 458-4233.
  • Submit the Person of Interest (POI) Form (PDF) and required documentation to ORI (U.S. and non-U.S. visiting researchers without a UTSA Visa Sponsorship), if applicable.

Conduct any type of transaction (e.g., financial, exchanging research data) with a person or entity from a foreign country

You need to…

  • Review the ORI Export Controls website.
  • Submit a restricted part screening request to ORI to verify that the foreign entities or individuals are not listed in any of U.S. government restricted, denied, debarred, designated or blocked persons lists.

Conduct research involving Intellectual Property (IP) that is or may be patented or protected by a patent or copyright

You need to…

  • Review the Office of Commercialization and Innovation (OCI) website.
  • Submit a Technology Disclosure Form to OCI, as applicable.
